Environmental Assessment and DOT SECTION 4(f) EVALUATION and Finding of No Significant Impact / Record of Decision
Improvements to Driggs Reed Municipal Airport (DIJ)
Driggs, Idaho
Interested parties are hereby notified that Driggs, Idaho, and the Federal Aviation Administration (FAA) have prepared an Environmental Assessment (EA) and the FAA has prepared a DOT Section 4(f) Evaluation and Finding of No Significant Impact/Record of Decision (FONSI/ROD) for improvements at the Driggs Reed Municipal Airport (Driggs, ID DIJ). The airport is located within the City of Driggs in Teton County, Idaho, and is owned and operated by the City of Driggs (Airport Sponsor).Â
The purpose for pursuing improvements at the DIJ Municipal Airport is to mitigate incompatible land uses within the Runway 4 RPZ, thereby improving the Airport’s safety in accordance with planning guidelines established by FAA. To accomplish this, Driggs has proposed to acquire a parcel of 6.717 acres of private land adjacent to the existing Runway 4/22 of the Driggs Airport from a single private landowner. Existing structures on the property would be removed to eliminate incompatible land uses within the Runway Protection Zone (RPZ) of Runway 11 and structures outside the RPZ may be proposed for removal. Chapter 1 and Figures 1-4 and 1-5 of the FEA provide a description and graphic depiction of the project, which are collectively referred to as the Proposed Action.  Â
The EA has been prepared in accordance with the National Environmental Policy Act (NEPA) of 1969 and the Council of Environmental Quality (CEQ) guidelines. The purpose of the EA is to assess the effects on the human and natural environment associated with the Proposed Action. The EA evaluated two alternatives—the No Action Alternative and the Proposed Action.Â
The FONSI/ROD is the FAA’s finding that the Proposed Action will not have a significant effect on the human and natural environment associated with the proposed improvements.Â

This FONSI/ROD constitutes a final order of the FAA Administrator and is subject to the exclusive judicial review under 49 USC § 46110 by the US Circuit Court of Appeals for the District of Columbia or the US Circuit Court of Appeals for the circuit in which the person contesting the decision resides or has its principal place of business. Any party having substantial interest in this order may apply for review of the decision by filing a petition for review in the appropriate US Court of Appeals no later than 60 days after the order is issued in accordance with the provisions of 49 USC § 46110. Any party seeking to stay implementation of the ROD must file an application with the FAA prior to seeking judicial relief as provided in Rule 18(a) of the Federal Rules of Appellate Procedure.
